1 Scope This documents applies to all fire fighting products used in the People’s Republic of China. 2 Certification Mode Total Item Trust Testing + Factory Quality Management Systems Audit + Certificate issued testing + Follow up Surveillance (Factory Quality Management Systems Surveillance Audit + Surveillance Testing) 3 Key processes of certification 3.1 Total item trust testing 3.2 Application for certification 3.3 Factory quality management system audit 3.4 Certificate issued testing 3.5 Evaluation on certification results and approval of certificates of conformity 3.6 Follow up surveillance 4 General requirements of certification 4.1 Total item trust testing 4.1.1 Supplying the samples for the total item trust testing 4.1.1.1 The principles of supplying samples for total item trust testing The samples supplied for total item trust testing shall be the representative samples selected from the unit of application for certification. For the main model and sub-model(s) of product making application for certification, the representative sample(s) denote main model, and the samples supplied of sub-model(s) shall meet the requirement of the specific rules, and test items for sub-model(s) will be made according to the difference between the main model and sub-model(s) of product. For the series of products making application for certification, the representative sample(s) for total item trust testing denote that the most test items are required on them, and that the testing conditions are most severe, and that the testing results are typicality comparing with the samples of the series. 4.1.1.2 Supplying the samples The samples of total item trust testing shall be supplied by the applicant and defined in accordance with the requirement of the certification body, and the applicant shall be responsible for the samples. Please refer to the quantities of complete set samples of annex 1. 4.1.2 Standards, items and methods of the total item trust testing 4.1.2.1 Test standards Relative national standards (GB Standards) or industry standards (GA standards) of products. 4.1.2.2 Test items Test items of total item trust testing shall be all of the items specified in the relative national standards (GB Standards) or industry standards (GA standards) of products. 4.1.2.3 Test methods The total items trust testing shall be carried out according to the methods specified in the standards or the specific rules of the products unless otherwise specified in the corresponding specific rules of product certification. 4.2 Application for certification 4.2.1 Definition of the unit of application for certification 4.2.1.1 In principle, an application for certification shall be carried out according to each model/type of product. Should the products be from the same manufacturer, the same model/type of product but from the different factories, which shall be defined as one application unit. 4.2.1.2 The different model/type series product with same unit model/type, same safety constructions and parts effecting safety performance of the products, shall defined as one application unit, such difference between different models only are for different customs or sales area. Definition of application unit for product certification see annex 1. 4.2.2 Application documents For a manufacturer to apply products certification, the following documents and data (two copies for one) shall be submitted to China National Committee for the Quality Certification of Fire Product (the certification body for short): (1) Application for conformity certificates and marks (original) issued by China National Committee for the Quality Certification of Fire Product. (2) The manufacturer’s registered testimonial (the same size copies as the original, stamped with seal of issuing body). (3) Quality management systems documentation currently controlled (quality manual and procedure documents collection). (4) Total item trust testing report being the same size copies as the original issued by the national supervision and test center for fire product quality designated by the certification body (test center for short). (5) Flow chart for production. (6) Production allocation plan. 4.2.3 Documents audit The certification body shall distribute the certification application documents submitted by the manufacturers to the department of documents audit of the certification body (department of documents audit for short), department of documents audit shall carry out initial to the manufacturer’s quality management system documents according to GB/T 19000 quality management series standards (idt ISO 9000 series standards). If the documents meet the requirement basically, department of documents audit will submit a Document Auditing Conclusion Report of Fire Product Quality Certification, and the certification body shall issue Accepting Note of Application Certification to the applicant. Otherwise, department of documents audit will inform applicant to modify the application documents. 4.2.4 Sub-model(s) product application for certification The requirements for sub-model(s) application certification is same as that of main model, and its total item trust testing shall be done together with main model as one product. For sub-model products, testing shall be done according to the difference between sub-model and main model product. 4.2.5 Added model(s) application The following documents and data (two copies for one) prepared by the manufacturers shall be submitted to the certification body if applying different added model product certification is of the same category certificated: (1) Application for the Quality Certificate/Mark (the original) of China National Committee for the Quality Certification of Fire Product. (2) Total item trust testing report (the same size copies as the original). (3) Production process flow chart. (4) Main production and testing equipment list. (5) Production scheme plan. 4.2.6 Application for added category certification, applicant shall submit documents and data according to 4.1.1. 4.3 Factory quality management system audit 4.3.1 Scope of audit 4.3.1.1 Factory quality management system audit Factory quality management systems shall be audited according to ISO 9000 series standards. The minimum allocation requirements for production and testing equipment in factories shall meet corresponding product certification specific rules. 4.3.1.2 Inspection for consistency of the products The inspection for consistency of the products models applied for certification shall be implemented on the site of production with the following important contents checked. For the products in series, one sample shall be sampled at least in every series for the inspection of consistency. 1) The nameplates and marks of products to be certified shall be identical with those indicated in total item trust testing reports. 2) The product(s) construction under certification shall be identical to those of the samples for total items trust testing. 4.3.1.3 The all process sites, e.g. the factories applying for certification shall be audited for factory quality management system and inspected for the consistency of the products. 4.3.2 Time for factory audit The factory audit shall be implemented after passing the documents audit meeting the requirement. The time for the factory audit shall be determined according to unit quantity of applying for certification of the products, taking into consideration of the factory production scale. It will normally take about 2 to 6 person/day for each factory/processing premise. 4.3.3 Audit team Site audit for factory quality management system (system audit for short) shall be planned by the certification body. The certification body shall appoint an audit team consisted of a head and several auditors. All the member should be qualified for audit. The audit team may have technical experts if necessary. The certification body shall inform applicant after appointing audit team. Schedule shall be made by the certification body after consulting with applicant and the audit team. 4.3.4 Requirements for audit Modes, methods and scope for systems audit shall implement the relative rules of the certification body according to the category of products. 4.3.5 Systems audit report All the member of the audit team and representative of applicant shall sign on the systems audit report. The head of the team shall be responsible for collecting the documents and data of systems audit. In 3 working days after finishing systems audit, the head of team should report the general audit conclusion to the certification body, and send the whole document and data (including non-conformity report confirmed by the head of the team) to the designated department of documents audit in 20 working days. 4.3.6 Information feedback After finishing quality management system site audit, applicant should fill in the Information Feedback Form for Fire Product Quality System Certification Audit at will, and mail to the certification body. 4.3.7 Corrective action requirements based on audit conclusions of postponing recommendation and not recommending 4.3.7.1 If the system audit conclusion as a postponed pass, particular element need to be audited again, the applicant shall implement the corrective action for Non-conform Report first, then shall submit the application for auditing again and correction summary report to the certification body after 3 months dated from determination of postponing recommending pass of quality management system. 4.3.7.2 If the system audit conclusion as not recommending pass, all the element need to be audited again, the applicant shall implement the corrective action for Non-conform Report first, then should submit the application for auditing again and correction summary report to the certification body after 6 months dated from determination of not recommending pass of quality management. 4.3.7.3 Audit again shall implement according to 4.3.1 to 4.3.4. 4.3.8 Quality management system certification audit s for added model(s) For added model product certification application, quality management systems need not to be audited on site if the added model product was produced in the same product line with the certificated model product, and quality management systems run effectively and in period of validity. Quality management systems shall be audited on site if the added model product was not produced in the same product line with the certificated model product, and the audit will implement according to the relative requirements of this rules. 4.3.9 Quality management system audit for added category For added category certification application, quality management systems shall be audited on site, refer clause 4.3.1 to 4.3.4. 4.3.10 Period of validity for audit conclusions of quality management systems When quality management system passed the site audit, it shall be audited again if not awarded with certificate after 1 year dated from the date of ending audit. 4.4 Certificate issued testing 4.4.1 Persons for sampling Persons for sampling shall be appointed by the certification body. 4.4.2 Principles for sampling 4.4.2.1 The samples for testing shall be randomly sampled from the conformity products of the factory, including production lines, storerooms and markets. The quantities samples under test shall be that specified in the corresponding product standards or product certification specific rules. 4.4.2.2 Certificate issued testing shall implement the requirements of the certification body. The samples for testing shall meet the following conditions: (1) At the end of quality system site audit, audit conclusion is of pass recommended. (2) Cardinal number of samples meets the requirements specified. (3) Samples must be products produced in this year or during recent 10 months. (4) Sampled and signed on sampled sheet by two or more auditors. (5) Person in charge of the manufacturer signed on the sampled sheet or stamped with the unit’s seal for confirmation. 4.4.2.3 The manufacturer shall send the samples to the designated testing body, and fill in the application form for fire product test, and provide related technical documents and data. The testing body shall carry out the certificate issued testing according to the rules. 4.4.2.4 Added model samples for certificate issued testing Added model samples for certificate issued testing shall be sampled by the persons authorized by the certification body and shall meet the following requirements: (1) The quality management systems shall meet the requirements in 4.3.8. (2) The cardinal number of the samples shall meet the requirements of the corresponding product certification specific rules. (3) Samples must be products produced in this year or during recent 10 months. (4) Sampled and signed on sampling sheet by two or more auditors. (5) Person in charge of the manufacturer signed on the sampled sheet or stamped with the unit’s seal for confirmation. 4.4.3 The testing body Testing shall be implemented by the testing body designated by the certification body and approved by the state. 4.4.4 Items of certificate issued testing Certificate issued testing shall be carried out according to the corresponding product certification specific rules. 4.4.5 Test The testing body shall complete all the certificate issued testing in the specified period of test. The testing body shall submit the certificate issued testing report to department of documents audit at the end of tests and inform the manufacturer of the results of test. For the non-conformity concluded after certification issued testing, the manufacturer is allowed to complete correction of all non-conformity items and shall apply for supplementary to the certification body after 3 months dated from the test report signed. The certification body shall designated persons to sample again. If still non-conformity by testing, applying again for certification may be permitted after one year. 4.4.6 Test report The form of the test report issued by testing body shall be the specified by the certification body, the data of the test report shall be exact, and its conclusions must be worded with standard and strict language. Accepted unit for the test report shall be that of applying for certification, the production unit that of applying for certification or an organization under the unit of applying for certification. 4.5 Evaluation and approval of the certification results 4.5.1 Evaluation and approval of the certification results The certification body shall carry out comprehensive evaluation on the results of an applying manufacturer’s quality management system audit and certificates issued testing, if the results meet the requirements, which shall be submitted to the certificate’s signatory of the certification body for approval and certificates issued (one certificate shall be granted to each model product). 4.5.2 Collective audit of the certification documents The department of documents audit shall complete the collective audit of all certification documents and data in 5 working days. If the results meet the requirements, fill in the fire products quality certification approval form, submit all certification documents and data to the certification body. If the results don’t meet the requirements, timely inform related departments for correction. 4.5.3 The certification documents submitted for approval The certification body shall complete examination of all certification documents and data submitted in 5 working days, then submit them to certificate’s signatory for approval and inform the manufacturer of the approval conclusion. 4.5.4 Issuing of certificate The certification body shall issue the certificates to certified manufacturers and go through the following formalities: 1) Matter relating to the usage of the certification marks. 2) Announcement and matters concerned. 4.6 Follow up surveillance 4.6.1 The frequency of the certification surveillance inspection 4.6.1.1 The follow up surveillance of certified products shall be implemented not less than one time a year after 6 months dated from getting the certificates. 4.6.1.2 The frequency of surveillance should be increased if one of the following cases has occurred: 1) The certified products have serious quality problems, or there are the client’s complaints against the products, which are checked and found to be true. 2) The certification body has sufficient reasons to consider that the certified products are not conform to the safety requirements in standards. 3) Manufacturer’s certified products have more nonconformity items in surveillance audit and testing or there are complaints against manufacturer’s certified products. 4) Sufficient information demonstrate the conformity or the consistency of manufacturer’s certified products would be effected due to changes of its organization structure, production conditions, quality management system and the like. 4.6.2 Surveillance contents 4.6.2.1 Surveillance mode Modes of follow up surveillance are surveillance audit of quality management system (surveillance audit called below) and surveillance testing of product quality (surveillance testing called below). The surveillance audit and surveillance testing are all random. 4.6.2.2 Surveillance audit For surveillance audit the certification body shall annually prepare the specific audit requirements according to the concrete conditions. Generally, time for surveillance audit will take 1 to 2 person/day for each processing location. 4.6.2.3 Surveillance testing The certification body shall establish the surveillance testing items according to the concrete conditions. The certification body shall make known a plan of surveillance testing implemented by the testing body that should complete all the testing items in specified testing periods. At the end of testing, the testing body shall submit test report and collective documents to the department of documents audit and inform the manufacturer. 4.6.3 From the date of receiving the collective documents submitted by the testing body, the department of documents audit shall complete the collection and audit of the surveillance audit and testing conclusion, summarize and analyses, submit these conclusions to the certification body in 10 working days. 4.6.4 The certification body shall check these surveillance conclusions, inform the results to holder of certificate, then the holder of certificate shall send the certificate to the certification body. If the surveillance conclusion is conformity, the certification body shall annually confirm the certificate. 4.6.5 For the manufacturer whose system surveillance audit conclusions to be of postponed recommended confirmation and non recommended confirmation, they should send all the certified product certificate to the certification body in 5 working days dated from the audit conclusions confirmed. The manufacturer should prepare a correction plan and put it into practice and complete it during a correction period of not less than 3 months and after completing all corrections again put forward an application of surveillance audit to the certification body. 4.6.6 For the manufacturer whose products surveillance and to be non conformity testing conclusions, they should send the non conformity product’s certificates to the certification body in 5 working days dated from the non conformity products confirmed. The manufacturer should prepare correction plan and put it into practice and complete during a correction period of not less than 3 months, after that, again put forward an application of surveillance testing to the certification body. 4.6.7 Evaluation of follow up surveillance results If surveillance audit and testing are conformity, then, the manufacturer can continue keeping certification qualification and use the certification marks. Otherwise the manufacturer should carry out the correction in 3 months. If the correction time is more than 3 months, the certification qualification of the manufacturer will be withdrawn and noticed to the public. 4.6.8 The manufacturers shall report on the operation of previous annual certified products quality management system,cases of production and certification marks before 20 January each year, submit the annual surveillance application and pay annuity to the certification body before. 4.6.9 When one of the following circumstances occurred, it is required to implement complete system surveillance audit and total item surveillance testing: 1) No surveillance accepted in the previous year. 2) The production base changed and production line rearranged. 4.6.10 The certification body shall award the manufacturer who have an effective quality management system, perfect self-improving mechanism, and have no any defect and supplementary testing item in their all product certification and surveillance testing (be free of next annual follow up surveillance or circulating a notice of commendation). 4.6.11 If there is a non-conformity item same as that of the previous year in the surveillance audit and testing shall be judged more seriously. 4.6.12 The certification body shall recall all the certificate of the manufacturer if they have not put forward a surveillance application with no annuity paid or no surveillance accepted according to the provisional requirements in time. 4.6.13 The certification body shall periodically announce and circulate the annual surveillance results. 4.6.14 When one of the following circumstances occurred, the manufacturers shall report the relevant circumstances to the certification body during the period of 10 working days: 1) The factory moved, communication address changed. 2) The legal person, general manager (the factory director) changed. 3) Major design and the process changed. 4) The major quality problem occurred. 5) The quality management system documents corrected. 5 Certificates 5.1 The valid periods of the certificates The valid periods of the product certificates and the periods of quality management system review are 5 years. 5.2 The certificates If the following circumstances occurred, the certificate shall be changed: 1) The standard of certified certificate product changed. 2) The standard of quality management system changed. 3) The name of the holder of certificate changed. 5.3 Changing certificate of system review 5.3.1 When the valid periods of the quality management system expire, shall implement quality system review. If the valid period of the certificate expires, shall carry out all item of product test, and change certificates if passed the test. The system review and exchanging certificate test shall carry out according to the relevant provision of quality management system audit and certificate issued testing defined in this rule. 5.3.2 If the valid periods of the certificates and the valid periods of the system review expires in the same year, the manufacturer shall put forward an application of system review and exchanging certificate before 6 months dated from the valid period expired. The application documents and data refer to clause 4.2.2(except all item trust test report), and also submit the copies of exchanging certificate. 5.3.3 If the valid periods of the certificates don’t expire and the valid periods of the system review expire, the manufacturer shall put forward an application for review. The application documents and data refer to clause 4.2.2(except total item trust test report). surveillance test shall be normally carried out according to provision. 5.3.4 If the valid periods of the certificates expire and the valid periods of the system review don’t expire, the manufacturer shall put forward an application for exchanging certificate. The application documents and data refer to clause 4.2.5(except total item trust test report), and also submit the copies of exchanging certificate. Surveillance system audit shall be normally carried out according to provision. 6 Provision for use of the marks 6.1 Use of the mark The products covered by the rules shall not use the deformed certification marks in any forms. 6.2 The shape of the mark 6.3 Method for use 6.3.1 Stick provisional specification standard certification marks on the products or molt. 6.3.2 The holder of the certificate shall accurately use certification mark of provisional specification in the certified products, shall not use mark in anywhere. 6.3.3 The holder of certificate shall report previous annual circumstance of using marks and next annual plan of using marks before January 20 each year. The certification body shall spot-check the using of certification mark random. The holder of the certificates shall take the marks from the certification body according to production plan once or twice each year. 6.3.4 The certification body is responsible to supervise and manage the certificate and the certification marks. 6.4 Position of the mark Except method for using the marks and position of the marks have been ruled in the certification specific rules, the certification marks shall be pasted on the evident, front position of products. 7 The suspension, withdrawal and cancel of the certificates 7.1 The suspension of the certificates 7.1.1 If certificate is valid and one of the following circumstances occurred, the certificate shall be suspended. The holder of the certificate shall send the certificate to the certification body in 10 working days. In the periods of certificate suspension, the holder of the certificate shall not produce, sell and install the products. 1) The conclusions of surveillance audit are postponed recommended confirmation or confirmation not recommended. 2) Failed to pass the Surveillance testing. 3) Can't be audited normally. 4) Major quality problem occurred. 5) The holder of certificate don’t appropriately use the certificate or marks. 6) Any action that disobey the provision of this rules or procedure of the certification body. 7) After allowed by the certification body, the holder of certificate stops production for a time or other reason. 7.1.2 If wanting to resume using the certificate, the manufacturer shall put forward an application to the certification body. If surveillance or review according to provision will have been carried out and the requirement of certification will have been confirmed to being met, the certification body will issue Note of Resume Using the Certificate to the manufacturer. The manufacturer can continue using the certificate after taking back the certificate. 7.2 Withdrawal of certificate 7.2.1 The certification body cancels the certificate if one of the following circumstances occurred: 1) The relevant standards of product certification or the rules of certification changed, and the holder of certificate will not assure to implement new requirement. 2) Refuse surveillance audit and testing. 3) The holder of certificate can’t accept surveillance audit and testing in two sequential years. 4) The conclusions of system surveillance audit are postponed recommended confirmation or non-recommended confirmation, and the conclusions of renewing audit are non-recommend confirmation. 5) Failed to pass surveillance testing and additional surveillance testing. 6) Acquire certificates by cheating means. 7) Transfer and lend the certificate. 8) In the periods of suspension of certificate, the holder of certificate has wrong action. 9) Abuse the certification marks. 10) Result in the decline of certified product quality because changing the design of product or procedures of quality management system and not approved by the certification body, and, can't adopt valid measure to correct in limited time by the certification body. 11) The holder of certificate doesn’t pay certification fee according to the provision. 7.2.2 In the periods of certificate suspension, the holder of the certificate shall not produce, sell and install the products. The former holder of certificate shall send the certificate to the certification body in 10 working days dated from the day issuing the note of canceling certificate. 7.2.3 According to the decision of withdrawal certificate, the certification body will inform the manufacturer dealing with the products of storeroom and the products that had been sold out. The manufacturer shall report the disposal results to the certification body in time. 7.3 Cancel of certificates If one of the following circumstances occurred, the certification body will cancel the product certificate: 1) The holder of certificate doesn’t produce the product. 2) The holder of certificate is written off. 7.4 The certification body will periodically notice information of the suspension, canceling and withdrawal of the certificates to the public. 8 Charges The certification fee shall be charged by the certification body according to the stipulation concerned of the state.

Annex 2: Specific Rules for Compulsory Product Certification of Fire Hoses 1 General This specific rules is prepared on the basis of Rules for Compulsory Certification of Fire Products. 2 Requirements 2.1 Fire hoses for which product certification is applied must have the materials of both the woven layers and the linings indicated. The product with the same woven layers but different linings and the product with the same linings but different woven layers must be applied for certification separately. 2.2 The enterprise that applies for product certification of fire hoses must have complete latex lining processing equipment and weaving equipment. 3 Items for inspection of fire hose products and determination rules 3.1 Items for inspection of fire hose products with linings and determination rules. 3.1.1 A list of items for inspection of fire hose products with linings and the below grade classification:

3.1.2 Sampling method and determination rules 3.1.2.1 Sampling method Samples should be taken from the finished product storehouse of the enterprise. Of each specification of product applied for by the enterprise the longest specified length should be taken. The basic sampling number should not be less than 30. Three of each specification should be taken as samples at random. 3.1.2.2 Determination rules In one of the following cases the product will be determined as disqualified. 3.2.2 Sampling method and determination rules 3.2.2.1 Sampling method Samples should be taken from the finished product storehouse of the enterprise. Of each specification of product applied for by the enterprise the longest specified length should be taken. The basic sampling number should not less than 30.Three of each specification should be taken as samples at random. 3.2.2.2 Determination rules In one of the following cases the product will be determined as disqualified. Otherwise the product is qualified. 1) An A class below grade item occurring in the sample; 2) Two or more B class below grade items occurring in the sample; 3) One B class below grade and two or more C class below grade items occurring in the sample; 4) Four or more C class below grade items occurring in the sample. 4. Inspection equipment and apparatuses. 4.1 The enterprise applying for product certification of fire hoses should have inspection equipment and apparatuses meeting the requirement listed below.

1 | 5 Certification marks For fire hoses granted product certification the manufacturing enterprise should print a red frame with a side length of 40mm±2mm at the edge of the hose that is printed with the mark of the hose at 60cm±2cm from the end at that edge. In the frame should be printed the product-certification certificate number. The certification mark should be adhered on the frame, one for every reel of hose.
