The issue about standardizing declaration of car components importing
–Announcement No.64[2006]by General Administration of Customs of the People's Republic of China
In order to standardize declaration of car components importing and convenience enterprise customs declaration and management, According to《Customs Code of People's Republic of China》、《Import and export goods declaration management rule of Customs of People's Republic of China》and related regulation,Now announce to public as follows about standardizing car components declaration:
1.Hereof the car components mean that they are applied to car manufacture(hereinafter call production components)and car maintenance(hereinafter call maintenance components),not include car parts which will be formed to a complete car characteristic.
2.Should declare one by one according to the regulation of this announcement and can not be simplified or combined,when imported car components belong in《Car components list of necessary detailed declaration 》（see annex 1）and import goods consignee declare by general trade mode.
3.Must meet following filling requirements when consignee declare import production goods:
(1)Should fill detail Chinese goods name/brand of import car components in“goods name”column of customs declaration,separating Chinese goods name and brand by“/”,remark English goods name if necessary;Must indicate letters of “whole set bulk parts”、“rough parts”after the brand of import whole set bulk parts and rough parts,and separating brands by“/”.
(2)Should fill complete number of car components in“specification / type”column of customs declaration.Indicate letter“S” before part number,and separating part numbers by“/”,should remark applying car brand and type after part number orderly. If car component belong to universal part applying to multi-car type,indicate letters“TY”after part number,and separating part numbers by“/”.Other necessary declared items related with specification/type of import car components,or related with customs regulation,such as“power”、“exhaust volume”,etc.,must be filled after type or“TY”,and separating by“/”.If declared car components are whole set bulk parts,need not to fill part number in“specification/type”column,but need to fill part number of final complete product in“remark”column after whole set bulk parts assembled.
(3)About“unit price”and“quantity and unit”column,must fill legal measure unit by regulation,also should be filled/printed in row 3rd according to actual bargained unit price and actual bargained measure unit.
4.Must meet following filling requirements when consignee declare import maintenance goods:When fill“specification/type” column of customs declaration,should indicate“W”before part number,and separating part numbers by“/”;When brand of import maintenance parts is different from brand of complete car,should indicate“WF”before part number,and separating part numbers by“/”.Other declaration requirement can comply with item 3 of this announcement.
5.《Car components list of necessary detailed declaration》will be announced by General Administration of Customs of the People's Republic of China,and adjustment、re-announcement un-periodically if necessary.
6.Imported car components which not listed in《Car components list of necessary detailed declaration》,still comply with related customs regulation to declare.
7.Notice is hereby given that announcement will be put in force from December.01,2006.
